He won the contract. Then lost it because his registration lapsed.

An IT consultant won a $340,000 federal contract after a six-month pursuit. The contracting officer was ready to issue the award.

โš  What happened next

The CO checked sam.gov โ€” the registration had lapsed three weeks earlier. Federal law prohibits awarding a contract to an entity without an active registration. The contract was put on hold. The consultant scrambled to renew, but the CO had already moved the budget to another period. The opportunity vanished. Renewal takes 15 minutes. Set the reminder today.

sam.gov โ€” System for Award Management โ€” is the federal government's official contractor database. Without an active registration, no federal contract can be legally awarded to your business, even if you submit the winning proposal and the CO wants to give it to you.

If you've ever had a driver's license, a professional license, or a business license lapse โ€” and only noticed at the worst possible moment, like trying to use it โ€” you already understand the SAM.gov problem. The renewal is trivial. The forgetting is what costs you.

๐Ÿ“‹ SAM.gov is referenced by state procurement systems too

Many states cross-reference SAM.gov for vendor verification on state contracts (Texas SmartBuy, NC eVP, Cal eProcure, and similar systems). If you're pursuing both federal and state contracts โ€” and you should be โ€” one SAM registration anchors both markets. State portals layer their own registration on top, but SAM is the foundation.

Before you open sam.gov โ€” gather everything on this list.

Starting registration without these items ready leads to errors, data mismatches, and delays. Have all of this in front of you before you click "Register."

What You NeedWhy It Matters
EIN โ€” exactly as on your IRS letterGets validated against IRS records character by character. Note: wait 2โ€“4 weeks after receiving your EIN before starting this registration โ€” IRS systems take that long to propagate the data. (See Module 2.)
Legal business name โ€” must match IRS exactlyName mismatch stalls registration 1โ€“2 weeks. "ABC Services LLC" and "ABC Services, LLC" are different in the system.
Physical address โ€” real street address, no P.O. boxesP.O. boxes are rejected. Use your registered business address.
Business start dateYour entity formation date โ€” used to verify operating history. This is also what determines your eligibility for 8(a) certification, GSA Schedule, and IDIQ vehicles (all require 2 years from this date). Make sure it matches your Secretary of State filing exactly.
NAICS code(s)Determines which opportunities you appear in when agencies search for contractors. Also determines your small business size standard (the revenue or employee threshold for qualifying as "small"). Choose carefully โ€” Module 4 covers this in depth.
Business bank account โ€” routing + account numbersRequired for EFT payment enrollment โ€” this is how the government pays you. Must be a business account in your entity's legal name, not a personal account.
3 Points of Contact emailsThree specific roles: Government Business (contract notices + awards), Electronic Business (payment confirmations + banking), Past Performance (performance surveys + evaluations). All must be actively monitored โ€” for a one-person LLC, these can all be the same email address.
โœ… Do Module 4 (NAICS codes) first if you haven't

You can put in a placeholder NAICS code now and update it later โ€” but having the right codes from the start means you're visible to the right contracting officers from day one.

Module 3 ยท Slide 4 of 11 Foundation

Step-by-step: sam.gov registration

  1. 1Create your login.gov account. Go to login.gov โ€” create an account with email + two-factor authentication. Important distinction: login.gov is your personal identity account (like a government-issued username). SAM.gov is where your business entity is registered. They're two separate systems, both managed by GSA. You log into SAM.gov using your login.gov credentials โ€” but your login.gov account is not your SAM.gov registration. One person can have one login.gov account but manage multiple business entities in SAM.gov through it. Use an email you'll always control. Save your credentials somewhere secure โ€” losing login.gov access means losing access to SAM.gov.
  2. 2Start entity registration on sam.gov. Log in at sam.gov โ†’ "Register Your Entity." The wizard has several sections. Complete each one fully before moving to the next โ€” partial saves can cause data inconsistencies. Plan for this to take 60โ€“90 minutes the first time through.
  3. 3Core Data. Legal name, EIN, address, business start date, NAICS codes, business structure. This section is validated against IRS records overnight โ€” fill it in exactly as it appears on your EIN letter. One character off (a comma, an abbreviation, a period) stalls the entire registration.
  4. 4Assertions. Business size, ownership info (veteran, woman-owned, minority, disability status), certifications. These are self-certifications with serious legal weight. Making false assertions here is fraud under the False Claims Act โ€” which allows the government to seek treble damages (three times the contract value) plus civil penalties. This is not a technicality. SDVOSB fraud prosecutions happen regularly. If you're not certain whether you qualify for a designation, contact your local APEX Accelerator before self-certifying โ€” they'll walk you through it for free. When in doubt, don't check the box.
  5. 5Reps & Certs. Representations and Certifications โ€” approximately 150 questions about your business's legal compliance status. Don't panic: most are boilerplate ("yes, we comply with drug-free workplace requirements"). But read each one โ€” they're binding legal statements, not checkboxes. The most important ones for new contractors: small business size certification (are you actually "small" under your primary NAICS code?), and any ownership-based certifications you're claiming (SDVOSB, WOSB, HUBZone). Size standards are set by SBA and vary by NAICS โ€” some are revenue-based (e.g., $8M average annual receipts), some are employee-based (e.g., 500 employees).
  6. 6Points of Contact. Three designated email roles โ€” each receives different types of official communication. Government Business POC: receives contract award notifications and official correspondence from agencies. Electronic Business POC: receives payment confirmations, EFT notifications, and banking-related communications โ€” this is where payment alerts land. Past Performance POC: receives contractor performance surveys and evaluation requests after contracts complete. All three must be actively monitored. For a solo operator or small LLC, these can all be the same email โ€” but make sure you'll actually see messages sent there.

IRS validation takes 1โ€“3 days. Then you get your permanent IDs.

After you submit Core Data, sam.gov sends your EIN and business name to the IRS for validation in a nightly batch. If it clears, your CAGE Code is assigned by the Defense Logistics Agency (1โ€“2 more days), and then your registration activates. Total time from submission to active: typically 7โ€“10 business days.

โš  Name mismatch โ€” the most common delay

If validation fails, compare your submission character by character against your IRS EIN letter. Common issues: different punctuation ("LLC." vs. "LLC"), different spacing, abbreviations vs. spelled-out words ("Mgmt" vs. "Management"). One character off stalls the entire registration and resets the 1โ€“3 day IRS clock.

๐Ÿ’ก Can you bid while pending?

While your registration is in "pending" status, you can see your SAM.gov profile but it's not yet active. Some solicitations allow you to submit a proposal while pending, as long as you're fully active by the time of award. Check the solicitation's specific language โ€” it will say "active SAM.gov required at time of submission" or "at time of award." If it says award, you have more time. If it says submission, you must be active before you click submit.

Once active, you receive two permanent identifiers:

UEI

Unique Entity Identifier

12-character alphanumeric code assigned by GSA. Think of it as your business's federal "username" โ€” it's the ID you use to identify yourself in every federal procurement system. Goes on your capability statement, proposal cover pages, and every bid submission. Replaced the old DUNS number (issued by Dun & Bradstreet) in April 2022. If you registered before April 2022, your UEI was automatically assigned from your DUNS โ€” you didn't need to do anything.

CAGE Code

Commercial and Government Entity Code

5-character alphanumeric code assigned by the Defense Logistics Agency (DLA). Think of it as your business's federal "verified badge" โ€” it confirms your entity exists in the government's commercial entity database. Despite the name including "Defense," CAGE codes are used by all federal agencies โ€” not just DoD. The "C" in CAGE stands for "Commercial," meaning any commercial entity doing business with any part of the government. Required on capability statements and most proposal cover pages alongside your UEI.

Record both immediately. Put them in a reference document you can access easily โ€” you'll use these codes on every bid you submit. Create a simple "GovCon Credentials" document with your UEI, CAGE Code, EIN, entity name, and business start date. You'll reference this file constantly.

Module 3 ยท Slide 6 of 11 Foundation

The annual renewal โ€” set your reminder right now, before you forget.

Your sam.gov registration expires exactly 365 days after it was last activated or renewed. It does not auto-renew. When it lapses, you go inactive โ€” and you can't receive a contract award.

โš  Do this right now

Open your calendar. Find your sam.gov registration date (or today if you're registering now). Set two reminders: 60 days before expiration (main action) and 30 days before expiration (backstop). This is the single most preventable way contractors lose contracts, and it happens because someone assumed they'd remember.

โœ… Renewal takes 15 minutes โ€” and you can do it 120 days early

Log in โ†’ review your information โ†’ confirm nothing has changed โ†’ submit. That's it. You can renew up to 120 days before expiration without losing your original anniversary date. Don't wait until 60 days โ€” do it at 120 if you think of it. sam.gov sends email reminders as expiration approaches, but don't rely on those emails landing in your inbox. Spam filters eat them. Your calendar reminder is your real protection.

๐Ÿ’ก What happens if SAM.gov lapses while you're already under contract?

Here's what most people don't know: an expired SAM.gov registration does not automatically stop work on existing contracts. You can still perform, deliver, and invoice on contracts that were already awarded. However, two serious problems arise. First, you cannot receive any new contract awards โ€” not even task orders on existing vehicles โ€” until you're active again. Second, some agencies will put payment processing on hold for inactive registrations. You may finish the work but wait weeks to get paid while your SAM.gov gets renewed. The safest policy is simple: stay active. There is no reason to ever let it lapse.

Also update sam.gov when things change:

Module 3 ยท Slide 8 of 11 Decision Point

Decision Point

A real scenario from the field. No answer permanently locks you out โ€” but the consequences below are real. Choose one, then see what unfolds.

Your SAM.gov registration expired 12 days ago. You just found a perfect-fit contract opportunity that closes in 5 days. Your colleague says, 'just submit anyway and explain in your cover letter โ€” they'll understand.'

Make a choice above, then continue to the knowledge check.

Module 3 ยท Slide 9 of 11 Knowledge Check

Knowledge Check

Three quick questions to lock in what you just learned. Click any answer โ€” right or wrong, you'll see the full explanation. The goal is retrieval, not a grade.

1. How often must you renew your SAM.gov registration to maintain active status?
2. What is the primary purpose of selecting NAICS codes during SAM.gov registration?
3. What is the difference between your login.gov account and your SAM.gov registration?
Module 3 ยท Slide 10 of 11 Foundation

Complete these before moving to Module 4.

Module 4 is about NAICS codes โ€” the 6-digit numbers that determine which opportunities your business appears in. Getting these wrong means you're invisible to the right buyers.

๐Ÿค– Ask Alex โ€” your GovCon coach

Stuck on SAM.gov or not sure if your registration looks right? Ask Alex before you move on.

๐Ÿ›  The BidWatchHQ Tool That Makes Module 3 Actionable

Exclusions Check โ€” run it BEFORE you click Submit on SAM.gov. Module 2 introduced Exclusions Check as a foundation-phase precaution. Module 3 uses it differently: as a pre-registration screen. SAM.gov will validate your entity against the exclusions list as part of registration โ€” and if there's a match (even one inherited from a predecessor entity, a prior officer's involvement, or an unresolved tax matter), your registration goes into a hold queue that can take weeks to resolve. Catching the match BEFORE you submit saves you from a stalled registration mid-submission. Takes 30 seconds. Most contractors skip it. Don't.

What to do if Exclusions Check flags something: don't submit SAM.gov yet. Most matches are resolvable โ€” a tax payment plan, a notarized letter explaining a predecessor entity, a clarification on an officer relationship. But you need to address it before SAM sees it, or your registration becomes a multi-week troubleshooting exercise.

๐Ÿ“ก Intelligence Pipeline: Debarments Feed (Continued from Module 2)

The Debarments feed serves a different purpose in Module 3 than in Module 2. In Module 2, you were watching it to vet teaming partners and spot recompete opportunities. In Module 3 โ€” right now, while your SAM.gov registration is pending or just went active โ€” you're watching it for situational awareness about which agencies are actively cleaning house.

The pattern to spot: when multiple incumbents in your NAICS code at a single agency get debarred in a short window, that agency is in active enforcement mode. Two consequences for a brand-new SAM-registered contractor: (1) opportunities are accelerating in that agency's NAICS code, and (2) you can position yourself as a clean, freshly-vetted alternative โ€” exactly what the agency is now actively seeking.

A fresh SAM registration plus a clean Exclusions Check result is, in this specific market moment, a competitive advantage. Most contractors register, wait, and complain about a slow start. Pipeline subscribers know which agencies are buying NOW because someone else just got removed from their vendor pool.

Registered. Now get classified correctly.

Module 4 is about NAICS codes โ€” the 6-digit numbers that determine which opportunities you appear in. Wrong codes mean invisible opportunities. Right codes mean the right contracts finding you.
